Professor Degefa Tolossa and Dr.Ronan McDermott discussing the topic; "Livestock insurance amongst pastoralists in a changing climate: the case of the Borana pastoralists of southern Ethiopia." The focus of the research seminar resonates with a number of key inter-related trends within contemporary humanitarian action. The first of these is the need to localise humanitarian action, i.e. to recognise, respect and support local systems for managing crises such as insurance mechanisms that are often more culturally attuned, flexible and legitimate than initiatives originating in Geneva or New York. A second related trend is the shift from in-kind assistance during crisis to cash-based programming. Cash has several advantages over in-kind assistance in that it provides agency to recipients and helps to restore and maintain functioning markets. The third trend concerns the shift from reactive humanitarian responses to more anticipatory action upstream of crises. With forecasting improving in relation to many hazards, including drought and related food insecurity, it is increasingly possible to dispense resources (including insurance payouts) before the onset of shocks and stressors in order to prevent disasters.
