He's also vowing to conduct a thorough investigation to reveal the truth of one of the darkest periods in Korea's modern history. Hong Yoo reports. With a siren ringing out for a minute across Korea's southern island of Jeju, people stood in silent tribute to remember the victims of the Jeju April 3rd incident. Seventy-three years on, the South Korean government on Saturday was finally able to comfort the victims, the survivors and the bereaved families. Officials say their honor was restored through the revised Jeju April 3rd Special Act that passed the National Assembly earlier this year. President Moon Jae-in, who was at the memorial, emphasized that the special act was meaningful progress toward a complete resolution. "The revised special law is a blueprint for building a house of history. We still have a long way to go. However, the government will elaborate on the blueprint drawn from the wishes of the Jeju April 3 incident victims, survivors, and bereaved families. We'll faithfully implement it." In 1948, more than 14 thousand people on the island were killed by government forces for protesting U.S. military-led rule following Korea's liberation from Japan after World War 2. At the time, the then-government justified its actions by labeling the islanders "communists" and "rebels". However, speaking on Saturday, President Moon pledged to restore their honor and uncover the truth. Officials say the government will draw up a fair and reasonable standard to compensate the victims. It will also support excavation projects and return the victims' remains to their families. Last May, a Jeju April 3rd incident trauma center opened on the island,... attracting over 12 thousand visitors in just nine months. President Moon said the government will promote the center as a national trauma center to help those hurt become fully healed. This year, for first time ever, South Korea's defense minister and the chief of the National Police Agency also joined the memorial. The Blue House said such participation by the heads of public authority represents the Moon administration's efforts to resolve Korea's past scars by looking back, no matter how painful that history may be.
