But before diving into its provisions, let's clarify some key terms: Waqf refers to properties dedicated exclusively for religious or charitable purposes under Islamic law, and any other use or sale of the property is prohibited. Waqif is the donor who has donated a Waqf and Mutawalli is the manager or administrator of a Waqf. Key Provisions of the New Bill The new Bill says Mutawalli (administrator of a Waqf) and the Waqif (donor) can only be from the Muslim community. However, women and expert non-Muslims will be included in the Waqf Board to ensure transparency and inclusivity. It also proposes that an officer above the rank of collector will investigate government properties claimed as Waqf.
