Quick and dirty notes: Necro over Scion because Forbidden Jewels give Necro access to Mastermind of Discord and more duration. Other than that they are very close. Necro has more room for swaps and gets Plaguebringer as an extra and has easier time capping AG resists allowing you to run Empower in the Hungry Loop over Elemental Army for more AG ehp. Holy Trinity for Def = Grace + Determination + Defiance Banner aswell as 100% Spell Supp. I also added an Impossible Escape Jewel to reach Soul of Steel and Prismatic Skin for 78% res. Chaos res capped (kinda, 72%). 10k Moltenshells and Vaal Molten Shell lasts 28 seconds. Wrath on Divine Blessing so you can fit in all other Auras (28 sec duration, doesn't hurt gameplay). To reduce the Mana (ES) cost of Divine Blessing I am running Avarius Timeless Jewel to convert my Mana behind Eldritch Battery into Armour. To cope with the low CD on the Clones and Ashes + Divine Blessing you will need atleast 1000 Energy Shield to have enough recharge to semi sustain your rotation. That means "Life as ES"- mod on the body armour is mandatory. Ashes is not 100% required, but nice to have. Check earlier snapshots on poe ninja to see my gear progression prior to getting Ashes. Besides extra damage and QoL you can reserve an Aspect. If you don't have Ashes you can experiment with Perquils Toe, an Aul or a rare Amulet (you can also skip the Aspect). Be vary of the lower hp on your AG if you don't have Ashes! To fully reserve everything you will need a 19% Reservation Efficiency roll on your Ashes and you will need a 2% Reservation Corrupt on a Jewel. I chose to have it on my Fortress Covenant Jewel. If you a struggling with dex use a Fluid Motion Jewel either next to Agnostic or beneath Gravepact. AG has only 70% res despite Commander of Darkness. You will need to add tripple Res to his rare gloves to cap! I have Fire + Cold and a hybrid Chaos/Lightning benchmod on mine and eldrich modifier with +1% max cold res. Empower in the Hungry Loop is higher ehp for AG than Elemental Army, if you can cap his Res through other means. Budget: Yes! I have no clue. I farmed my own Ashes, Helm Enchant, Diadem etc.. I got good deals because I was early and I am playing off-meta and I got lucky with Recombinators and recrafting my bow (~12ex). Estimate would be 150-250ex for the current version, ~20ex to start and be able to do regular bosses and 160%+ quant Eaters.
