Azerbaijan’s forces rained artillery fire on Armenian positions in Nagorno-Karabakh on Tuesday, and local officials reported at five civilians were killed and scores wounded in shelling around the breakaway region’s capital. The reports raised concerns that a full-scale war in the region could resume between Azerbaijan and Armenia, which have faced off for more than three decades in a conflict over the mountainous territory. The most recent heavy fighting there occurred for six weeks in 2020. Authorities in Azerbaijan accused the other side of killing a civilian. Nagorno-Karabakh, with a population of about 120,000, is an ethnic Armenian region of Azerbaijan that has been a flashpoint since the collapse of the Soviet Union.
