PHILIPPINES : IMELDA MARCOS QUALIFIES TO STAND IN ELECTIONS

(13 Sep 1995) English/Nat The former first lady of the Philippines has postponed plans to take the oath of office for her seat in Congress. Imelda Marcos had intended to do so on Wednesday, but cancelled her plans because opponents need an official 15-day period to be able to file motions to reconsider. On Tuesday, the Supreme Court ruled Marcos was allowed to take her seat, against opposition from the government election commission. Imelda Marcos wasn't present when the Supreme Court announced its decision. But there was no doubt that Tuesday's approval was one of the best days in a long while for the former first lady. The Supreme Court upheld an appeal by Marcos against a decision by the government elections commission. The commission had ruled that she did not meet residency requirements for a seat in the House of Representatives representing Leyte province. SOUNDBITE: "The court thereafter deliberated the on the different opinions of the members after which it voted on the issues presented voting to grant on the petition of the petitioner (Imelda) as the duly elected representative of the first congressional district of Leyte." SUPER CAPTION: Luzviminda Puno, Clerk of Philippines Supreme Court. The Supreme Court decision came four months after the 8 May elections when Marcos beat her opponent in a landslide win. Marcos was not available for comment. But a friend quoted her as saying the court's verdict was a vindication for the Marcos family. Marcos had rejected the commission's ruling, saying she had lived in her home province of Leyte full-time in the 10 months preceding the election race. With a seat in Congress, Marcos is expected to be in a better position to fight government plans to force her to return at least 475 (m) million dollars in assets allegedly stolen and hidden in Swiss banks while her husband was in power. Ferdinand Marcos was ousted in the 1986 uprising that propelled Corazon Aquino into office - he died in exile in Hawaii in 1989.
