The Government Law Center at Albany Law School hosted the virtual program, “New York State’s Climate Agenda: Progress and Paths Forward,” on Thursday, March 27, 2025. The panel discussion was moderated by Cinnamon P. Carlarne, Esq., 19th President and Dean of Albany Law School. Panelists discussed New York State’s progress toward meeting its climate targets, environment and climate change policy proposals introduced in the Governor’s proposed budget and by the state legislature, and how decisions at the federal level will impact matters here in New York. Panelists included: • Rory M. Christian — Chair and CEO of the New York State Public Service Commission • Jonathan Binder, Esq. — Deputy Commissioner for Climate Change, Air Resources, and Energy at the New York State Department of Environmental Conservation • Caitlin Stephen, Esq. — Bureau Chief for Climate, Air, and Energy in the Office of General Counsel at the New York State Department of Environmental Conservation • Michael Gerrard, Esq. — Founder and Faculty Director of the Sabin Center for Climate Change Law and Andrew Sabin Professor of Professional Practice at Columbia Law School This program was the second in a series of four held monthly from February through May. The Warren M. Anderson Legislative Series features experts who address major legal and policy issues pending before New York State government. The goal of these programs is to explain and promote dialogue about current and proposed law and policy, rather than advocate for a particular policy or course of action. Anderson ’40 who served in the New York State Senate for 36 years, working with six governors. He was the longest-serving majority leader of the Senate, holding that position from 1973 to 1988. The Government Law Center was established in 1978 and serves as a bridge between government, academia, and the legal profession. For nearly 50 years, the GLC has been an essential source for nonpartisan legal research and analysis about pressing issues facing state and local governments.
