Chirac says he hopes war will not lead to humanitarian disaster

(20 Mar 2003) 1. Wide shot of French president Jacques Chirac entering the room and starts talking 2. SOUNDBITE (French) Jacques Chirac, French president: "My dear countrymen. The military operations have just started in Iraq. France regrets this action taken without approval of the United Nations. I hope these operations will be as rapid and cause as few deaths as possible and that they don't lead to a humanitarian catastrophe. Right to the last opportunity, France, with many other countries, tried to convince (others) that the necessary disarming of Iraq could be obtained through non-violent means. These efforts came to nothing. Whatever the duration of the conflict, it will have serious consequences for the future. But France stays true to its principles of the primacy of law, justice, dialogue between peoples and respect for others. We will continue to act so that the crises that threaten and bloody the world find just and lasting solutions through collective action - that is to say through the framework of the United Nations which is the only legitimate framework to build peace in Iraq, as elsewhere. That is why tomorrow we will find ourselves meeting again, with our allies, with the whole international community together to go through the challenges that await us." 3. Wide shot of the Elysee Palace STORYLINE: French President Jacques Chirac said on Thursday that he hoped the U.S.-led military action in Iraq would not lead to a "humanitarian catastrophe." Chirac, in his first public comments since the war began, also said that his government regretted the attack on Iraq, and hoped for a quick end to the fighting. "France regrets this action taken without approval of the United Nations," he said in a brief televised speech. "We hope these operations will be as rapid and least deadly as possible, and that they don't lead to a humanitarian catastrophe." The French government has been a strident opponent of military action in Iraq, and had threatened to veto a U.S.-backed resolution in the United Nations that would have authorized war. Chirac also asked the government to convene a special meeting to consider the economic and security ramifications of the war. He also mentioned the importance of "national cohesion." France is home to one of the largest Muslim populations in Europe. Islam is the second religion of France, with about 5 million Muslims. The French president said that Paris would continue to support the United Nations as the forum to solve "crises which bloody and threaten the world." "It is the only legitimate framework to build peace in Iraq as elsewhere," Chirac said. Earlier in the day, the French Foreign Ministry released a statement calling on U.S.-led forces to do all they could to spare civilians further suffering.
