The Senate is the Upper House of Congress where all states are represented equally in a small legislative body with aristocratic traditions. The House of Representatives, or Lower House, is a larger body with seats apportioned based on population. In addition to its unique aristocratic traditions of "senatorial courtesy," the Senate has the distinct powers of ratifying treaties and confirming presidential appointments to the federal bench, the cabinet, and of foreign ambassadors. The House, being closest to the people and elected more often, has the sole authority to initiate revenue (taxation) bills.
