What is Dual-Use Tech?

What is Dual-Use technology? This is pretty simple. It’s any technology that has both civilian and military uses. And, it’s a pretty huge category, not just guns and the stuff that goes boom. Examples of dual-use technologies include things like drones, which can be used for all kinds of things in the military, like Intelligence, Surveillance, and Reconnaissance, or for a myriad of things in the civilian world, like helping farmers monitor the progress of their crops or shooting movies. Another well known example is GPS, which was created during the Cold War so the United States could precisely place warheads on targets anywhere in the world if the stuffing really hit the fan (and had many additional uses internal to the military like supporting navigation for logistics, etc). But, GPS also had many civilian uses. It was originally opened up for civilian use by President Ronald Reagan after the Korean Airlines Flight 007 incident in the early 1980s, when a civilian airliner going from New York to Seoul strayed off course into the Soviet territory and was shot down. Among those killed was a member of the U.S. House of Representatives. Needless to say, Reagan was pissed. He was angry at the Soviets, but also believed that if the United States had tools available that could prevent similar events in the future, it should make them available to the public so they could be used. In 1983, it did exactly this and made GPS available for use by the public, free of charge. There are also many less intuitive categories of dual-use technologies, like food preservation tech and vaccines. With the former, if there’s ever a war oversees, we need our warfighters to be able to eat, so creating technologies that keep food fresher longer is really important. The other side of that coin being that those innovations can help keep our food fresher longer in our pantries. And, with vaccines, the United States needs to ensure that no matter where in the world a conflict or peace keeping mission emerges, our service members to operate on the ground without fear of illness. Those vaccines can also be used by students studying in the regions, volunteers, tourist, etc. There are literally thousands of examples of dual-use tech. In fact, I labor to think of tech that is not dual use. Ok, maybe Instagram. Yeah, that’s not dual-use… like at all.
