Trooper's Report: On 08/25/2024 at 2303 hrs., I was traveling westbound on Bay Street from Fahm Street. I observed a white Toyota Camry traveling westbound in front of me in the left lane failing to maintain lane while traveling at a high rate of speed. I checked the vehicle at 50 mph in the 40 mph zone on my radar. The driver crossed over the divider line in the middle lane before coming back into the left lane. As the driver continued west on Bay Street into the 35 mph zone, he slowed to approximately 20 mph, while now traveling in the right lane. The driver began failing to maintain lane and crossed over the divider line in the left lane before coming back to the right lane. Stop the vehicle on Bay Street at Caroline Street. The driver turned right on Caroline Street and then made an immediate right turn into a parking lot. The driver stopped facing south in the parking lot. As I pulled up behind the vehicle, I could see the driver looking at me through the driver side mirror. I put my vehicle in Park and the driver immediately began to flee east through the parking lot. I notified troop F communications that I was in a vehicle pursuit. The driver turned back south through the parking lot before coming up to a curb. The driver drove over the curb and down the embankment onto the sidewalk before driving over the curve back onto westbound Bay Street and fleeing west. As the driver entered the roadway from the sidewalk, the vehicle began spinning tires and moved in a zigzag motion. The driver fled to the intersection of Carolyn Street. The driver continued west on Bay Street in the left lane, and began to negotiate the S-curve. While negotiating the S-curve, the driver was traveling too fast for conditions, and began to enter the right lane and almost sideswiped another vehicle. The driver exited the curb and began to accelerate while changing lanes to the left lane. I checked the vehicle at 92 mph in the 35 mph zone on my radar. The driver passed Graham Street at which time the driver got into the right lane without
