【記者問答：清潔工人的意見】 《美國之音》記者向香港民研提問： 正如先前提到，清潔工人的意見或許會被忽略。因此，香港民研會否考慮針對清潔工人再次進行與垃圾收費相關調查？ 講者回應： 香港民研主席及行政總裁鍾庭耀坦言，在隨機抽樣電話或網上調查中，難以抽中一定數目的清潔工人參與調查，而慎思調查正可較容易地針對小眾群組進行研究：先以小眾作為抽樣架，然後著他們討論及思考各種問題，顯示了慎思調查的優勢。他補充即使假設市民為理性，有時也難免會忽略他人的觀點，故慎思調查能透過討論刺激參與者思維，並以交流作為基礎，達致「小眾合成大眾」的效果。 他表示會視乎資源考慮未來就不同持份者進行線上慎思民調的頻率，同時強調慎思民調的聚焦式研究能協助社會更容易及快速地收集更多數據，並拓展更多討論點。 【Press Q&A: Opinions of Cleaning Workers】 Question from Journalist (Voice of America) to HKPORI: As mentioned before, the opinions of cleaning workers may be ignored. Therefore, will HKPORI consider conducting another survey related to MSW charging targeting cleaning workers? Response from Speakers: President and CEO of HKPORI Robert Chung admitted that in random sampling telephone or online surveys, it was difficult to sample a certain number of cleaning workers to participate in the survey. Meanwhile, deliberative polls could more easily target at minority groups, by using them as the sampling frame, then ask them to discuss and think about various issues, which demonstrated the advantages of deliberative polls. He added that even assuming people were rational, they might sometimes overlook other people’s opinion. Therefore, deliberative polls could stimulate participants’ mind, for achieving “minority synthesizing the mass” using communication as the basis. Dr Chung said the frequency of PORI conducting deliberative polls with different stakeholders in the future depends on the resources available, while he also emphasized that a focused research demonstrated by deliberative polls could help the society collect new data much more easily and efficiently, and also develop more discussion points. #香港民意研究所
