🏍 Reason for pursuit with motorcycle? No motorcycle endorsement (Arkansas State Police)

Trooper's Report: On April 11, 2024 at approximately 5:06PM, I attempted to conduct a traffic stop on a maroon in color Honda motorcycle bearing Arkansas registration 122FY on the off ramp of US Highway 62 near State Highway 5. The traffic stop led to the arrest of Troy Gessner on a felony fleeing charge and numerous other misdemeanor charges. While traveling eastbound on US Highway 62 Bypass near State Highway 201, I observed the vehicle listed above traveling the same direction ahead of me. I observed the operator of the motorcycle weaving in and out of traffic in a reckless manner. After the motorcycle cleared the traffic, I observed it to accelerate at a high rate of speed continuing eastbound on the bypass. I activated the front antenna of my patrol unit's radar which gave a digital readout of 80mph in a posted 60mph zone. I activated my overhead emergency lights in attempt to catch up with the vehicle. I was able to catch the motorcycle as it exited the bypass and onto the off-ramp to State Highway 5. I activated my audible siren to signal for the driver to yield. The motorcycle turned right (southbound) onto State Highway 5 and continued traveling past the Baxter County Road and Bridge Department. The operator of the motorcycle revved the engine and merged into the continuous left-turn lane and accelerated at a high rate of speed passing other vehicles who were traveling north and southbound. I advised Troop I-Harrison Communications that I was in active pursuit of the motorcycle and to contact a supervisor. The motorcycle continued southbound on State Highway 5 at a reckless high rate of speed. The operator of the motorcycle traveled southbound in the northbound lane numerous times almost causing numerous collisions to innocent bystanders. As the pursuit entered Salesville, the motorcycle continued onto State Highway 177 after running a posted stop sign. The motorcycle continued southbound on State Highway 177 near the Norfork Dam. As the motorcycle passed the National Fish Hatchery, it passed a school bus who was traveling northbound. The operator continued up the hill towards the top of the dam. The operator failed to negotiate a curve near Quarry Road which caused the motorcycle to exit the roadway left and overturn. As I pulled up on the scene, I observed the operator to stand up from the ground and place his hand in the air. I gave verbal commands for the operator to get on his stomach. The operator complied and I was able to place the operator into custody without further incident. I advised Troop I Communications to send an ambulance to my location to have the operator checked out. The operator identified himself as Troy Gessner. Troy stated he ran because he didn't have a motorcycle endorsement. While speaking with Troy, I could smell a strong odor of burnt marijuana coming from his person. Troy admitted he had some marijuana roaches on his person and that he had smoked about an hour and a half earlier. I observed Troy to have bloodshot/glassy eyes and dilated pupils. Due to possibly sustaining serious injury from the wreck, no Standardized Field Sobriety Tests were given. During search incident to arrest, I located a cigarette pack in Troy's jacket pocket. Within the pack, I located numerous burnt marijuana cigarettes (roaches). Once the ambulance arrived on scene, Troy was transported to Baxter Health in Mountain Home, AR to seek further medical attention. I traveled to Baxter Health and made contact with Troy who was getting treatment by medical professionals. I read Troy the Arkansas Statement of Rights and he agreed to submit to a urine test. The urine test was obtained in a room within the emergency room. After giving an adequate sample, Troy stated and signed that he did not want a second test at his own expense. Moments later, Troy was discharged from the hospital. I transported Troy to the Baxter County Sheriff's Office where he was book in on the following charges: 5-54-125(d)(2)- Fleeing in a Vehicle (Class C Felony) 27-50-308(b)(1)(B)- Reckless Driving (Unclassified Misd) 5-64-419(b)(5)(A)- Possession of Marijuana (Class A Misd) 5-64-443(a)(1)-Possession of Drug Paraphernalia (Class A Misd) 5-65-103-DWI-Drugs (Class A Misd) 27-51-601(d)- Fail to Obey Stop Sign (Unclassified Misd) 27-20-106-Riding without a Motorcycle License (Unclassified Misd) 27-50-302(a)(7)-Speeding more than 15mph Over Limit (Unclassified Misd)
