Supposedly you can beat this boss by just avoiding him the whole time and waiting for Ada to drop you the rocket launcher. Anyway, best option when fighting him is to stay relatively close and bait his combos around the middle of the arena (you don't want to get into the corner once he starts swinging). He has 3 phases, which are indicated by the falling debris. During his second stage the 3-swing combos are replaced by 2 swings and a jump forward, which helps in gaining some distance if you avoid it by running in the direction he starts the jump from. His third phase involves an instakill attack that takes him a bit to wind up, it's usually preceeded by him roaring and Leon commenting something in the vein of 'uh-oh, that's not good'. Thanks to the time it takes to start that attack, he can be pretty easily knocked out of its animation beforehand, or can be simply outspaced. Once some time passes or you do enough damage (best to aim for his exposed heart), there will be a short cutscene after which you'll get access to a rocket launcher, which will one-shot him if he's not in some specific recovering animation (like he was in this video when I shot the first rocket).
