They do not speed up the train but instead keep it at a consistent speed in these two areas (After the MCBR, & after the Stall). In the case of a full MCBR stop or barely cresting the Stall, the boost(s) would kick in harder to compensate for this. Launch 2 also acts as a block and utilizes a swing launch to restart and head up the hill. There are areas where the track may go a different height and in turn have a different element shape, as it is hard to get a perfect layout from the plans.
