Krish Gundu, co-founder & executive director of Texas Jail Project speaks about dilution of oversight by TX Commission on Jail Standards (TCJS) for people "outsourced" to correctional facilities outside TX. She highlights the issue of custodial deaths in LaSalle Correctional Center* which are neither being counted by TCJS nor by the TX Office of Attorney General (OAG), as mandated by TX law. Additionally, there is no investigation by TCJS or TX Rangers or any other independent law enforcement agency as required by the Sandra Bland Act. (*LaSalle Correctional Center in Louisiana is one of the 3 locations where pretrial detainees from Harris County jail, TX, are being "outsourced" to. LaSalle CC is owned by LaSalle Corrections, a private prison company based in Ruston, Louisiana who also contracts with ICE. The other two locations are CoreCivic in Mississippi and Management Training Center in Garza Post, TX.) The first death of a legally innocent person who was "outsourced," Billie Davis in March of 2021, has yet to be counted in the TCJS database of custody deaths. The second custody death was Jaleen Anderson in 2024 (link to Sarah's testimony). The jail administrators seem to be panicking behind Gundu as she details the lack of accountability from Harris County and TCJS, on these out of state custody deaths, and the lack of policies, standards, and protections for pretrial community members in Harris County's custody who are shipped out of the county.
