The story begins with Akhendra, also known as Topichand Bhangede (Kader Khan), who runs illegal activities behind his shop in a bustling neighborhood. Topichand wants Kiran to marry a notorious criminal and selects gangster Shakti Dada (Shakti Kapoor) as his future son-in-law. However, Kiran is already in love with Raj Oberoi (Govinda), a wealthy man with no ties to the underworld. To please her father, Kiran asks Raj to pretend to be a gangster. Determined to win her love, Raj trains with Subramaniam (Johnny Lever), a self-proclaimed gangster trainer. Through fake stunts and bravado, Raj convinces Topichand that he is the most dangerous gangster around. Trouble begins when Topichand’s father, Thakur Rana, arrives. Being a wealthy man himself, Rana wants Kiran to marry a respectable and rich boy, not a gangster. How will Raj clean up his image and win both Kiran's father and grandfather’s approval?
