The move strengthened indications that the pair would be charged with illegal entry, rather than released. An Iraqi government minister in Baghdad also made clear that the two would be dealt with by domestic law. The Americans, identified as David Daliberti, 41, and Bill Barloon, 39, are employees of American military contractors in Kuwait. At a news conference, Iraqi Trade Minister Mohammed Mehdi Saleh said the government had not decided what to do with the men, but noted: "We have laws in Iraq, as there are laws in the United States. They are safe, they are well-treated," Saleh added. But he appeared to link their fate to the U.N. sanctions imposed after Iraq's 1990 invasion of Kuwait. "Twenty million Iraqi people are in custody since five years ago," Saleh added. "They are hostages of the U.S. and British aggressive policies." Daliberti and Barloon were arrested on March 13th after they crossed from Kuwait while trying to visit friends, according to U.N. officials responsible for monitoring the Iraq-Kuwait border. Saleh also blamed the U.S. for a Turkish incursion into its Kurdish north and urged the withdrawal of Turkish troops and an end to patrols by Western warplanes over the region. "The situation has occurred due to U.S. interference in the region," Saleh said. SHOWS: (BAGHDAD, IRAQ 23/3) Minister in news conference.
