The Supreme Court has asked the Centre and states of Punjab, Haryana, Delhi and Uttar Pradesh to hold an emergency meeting on November 16 and implement swift measures to bring down air pollution levels in the National Capital Region. Pointing to the Centre's affidavit which attributed 76% of air pollution due to industrial activity, dust and transport, the CJI-led bench pulled up the Delhi government for deflecting responsibility towards municipal bodies. The Delhi government, meanwhile, said in its response to the top court that it is ready to impose a complete lockdown, but such a lockdown would be needed in neighbouring areas, as well. Is a lockdown really the answer to solve the national capital's annual pollution problem? When will we see concrete, long-term steps being taken to prevent or mitigate the annual menace?
