Concrete cured under water is not only okay, it is optimal for hydration and temperature control for the curing or setting process of the concrete. While some concrete cannot physically be submerged in water, it is best to keep the fresh concrete wet while curing, especially for the first week. Concrete needs time in order to achieve full strength and that time is given by keeping it well hydrated. When new concrete is under water, it is provided with all the hydration it could need for an optimal curing process and a strong finished product. Curing under water also provides a stable temperature so the concrete does not have the chemical process of setting and strengthening slowed or stopped by cold temperatures or have it dry out too quickly from high temperatures.
