Mikhail Fradkov, whose nomination is to be approved by the State Duma on Friday, held consultations with all factions of the State Duma. After meeting the United Russia faction, Fradkov said they discussed a wide range of questions. Boris Gryzlov is Duma speaker and leader of the United Russia's faction in the chamber, where it holds more than 300 of the 450 seats. Gryzlov said the party's lawmakers had made a unanimous decision to support Putin's nomination of Fradkov in a vote scheduled on Friday. Fradkov also said that he would name Alexander Zhukov, a deputy speaker in the Duma and a leading member of the United Russia party, as first deputy prime minister. He did not comment further on the new Cabinet's structure and makeup. Gennady Zyuganov, head of the Communist faction of the State Duma, criticised Fradkov's nomination and called it a public relations move to increase interest in the waning presidential election. Fradkov's nomination stunned Russia's political elite, which expected Putin to name a close lieutenant. Fradkov had been out of Moscow since he was named envoy to the European Union a year ago, and had not been mentioned as a potential candidate. Putin fired longtime Prime Minister Mikhail Kasyanov a week ago, weeks before the presidential vote.
