This one can be tricky to collect. Besides needing to use the buggy to get into New Austin. It can be hard to find an NPC who wears it walking around. Often I see them sitting in front of the train station, or outside of the saloon, out of reach. I'll fire my gun to get them moving, and they scurry away faster than I can follow in the buggy. This guy, I just had to wait for him to finish vomiting. Regrettably, you kind of have to kill a person to collect anything from them in New Austin -- the hogtying animation is too erratic to stay hidden behind the buggy. But this guy wasn't long for our world, anyway.
