Attending for the first time is France. Meanwhile, nations like India, Australia, Vietnam, South Korea, Japan, Germany and the United Kingdom are participating as military observers. This year will be the largest edition of exercise Balikatan in its 39 years of history. The Marines, Navy, Air Force and Army of the US and Philippines will practice island defence and attack in the South China Sea or the West Philippine Sea around the scarborough shoal and Spratly islands. Defence of islands near Taiwan will be the main criterion. Meanwhile, China has warned Manila against the drills.
