Various of three Israeli settlers arriving carrying tents STORYLINE Israeli Prime Minister Ehud Olmert held his weekly cabinet meeting in Jerusalem on Sunday to discuss the aftermath of last week's U.S.-hosted Middle East conference in Annapolis, and renewed attempts by settlers to set up more outposts on the West Bank. At the Maryland conference, Palestinian leader Mahmoud Abbas and Israeli Prime Minister Ehud Olmert pledged to resume peace talks and to aim for a deal by the end of 2008. However, the Annapolis afterglow appears to be dimming quickly. Olmert told his Cabinet earlier this week he didn't consider 2008 a firm deadline for a deal, and his government issued tenders for 307 more homes in a Jewish neighbourhood in a war-won section of Jerusalem that is claimed by the Palestinians. A key ally of Prime Minister Olmert, Vice Premier Haim Ramon, signalled on Sunday that Israel intends to hold on to all Jewish neighbourhoods in disputed Jerusalem - a position that undercuts the Palestinians' claim to the eastern part of the city for their future capital. Among those settlements is Har Homa, a neighbourhood where Israel plans to build more than 300 new homes. In a radio interview, Ramon said Israel should make it clear that it intends to turn over Arab neighbourhoods of the city to Palestinian control, but would retain Jewish neighbourhoods, including those built in east Jerusalem. Meanwhile, in the West Bank, Israeli settlers moved into the area around the Maale Adumim settlement to try to set up nine more outposts there, a move which Israeli security forces have said they intend to prevent. Before the Cabinet meeting, Israeli Education Minister, Yuli Tamir, said such plans by Israeli settlers to establish new settlements beyond the Green Line were illegal and should stop. "I think we should be very careful not to violate any international agreements," she said. "However Har Homa is within the municipal territory of Jerusalem and therefore we can continue building in Har Homa but we shouldn't be building in the settlements that are beyond the Green Line," Tamir said. Palestinians fear that continued settlement expansion will make it increasingly difficult to establish a Palestinian state. Settlers began setting up outposts more than a decade ago in an effort to break up Palestinian areas and prevent the establishment of a separate Palestinian state. There are more than 100 outposts ranging from isolated trailers to permanent dwellings. Many are near existing, authorised settlements.
