USA: UKRAINIAN PRESIDENT LEONID KUCHMA VISIT

(15 May 1997) Natural Sound Ukrainian President Leonid Kuchma has arrived in the United States, where he will face questions about the slow pace of his nation's economic reforms. His visit will also include talks on arms control, and assurances of Ukraine's position in an expanding NATO. Ukrainian President Leonid Kuchma arrived in the United States on Wednesday and was met by U-S Vice President Al Gore. Kuchma will take part in a session of the trade and technology commission he chairs with Vice President Al Gore. He is expected to meet with President Bill Clinton and the presidents of the International Monetary Fund and the World Bank. The meeting of the Gore-Kuchma Commission comes at a sensitive time. The United States is courting Ukraine as a partner on Russia's doorstep. But it also is concerned about Ukraine's sluggish movement toward the market and has criticised its volatile business climate. Ukraine is the third-largest recipient of American aid after Israel and Egypt. The United States, along with the International Monetary Fund (I-M-F) and the World Bank, has been urging Kuchma and his government to push a long-delayed economic reform package and a 1997 budget past parliament. The talks also will focus on arms control matters. Kuchma set a defiant tone by stressing Ukraine does not want to agree to a stoppage in production of short- and medium-range missiles. But Kuchma also said he would not oppose the extension of the Conventional Forces in Europe treaty, which is aimed at easing Russian anger over NATO's eastward expansion. Kuchma and U-S officials will also be working on an agreement to soothe Ukraine's concern it will be left in a grey area between Russia and an expanding NATO.
