Key Findings of the CAG Report: Failure to Enforce Master Service Agreement (MSA): BSNL did not enforce the terms of its Master Service Agreement with Reliance Jio, particularly regarding billing for additional technology used on BSNL’s shared passive infrastructure, such as towers, ducts, and power supply systems. This negligence led to a revenue loss of Rs 1,757.76 crore over 10 years. Additional Losses: Beyond the Jio billing fiasco, BSNL incurred a loss of Rs 38.36 crore by failing to deduct the mandated license fee share from payments made to Telecom Infrastructure Providers (TIPs) between 2019-20 and 2021-22 across 22 of its 28 telecom circles. Short Billing Issues: The CAG also flagged BSNL for short-billing passive infrastructure sharing charges. Non-adherence to the MSA terms and failure to apply an escalation clause resulted in an additional revenue shortfall of Rs 29 crore, including GST. Procurement Irregularities: The report highlighted BSNL’s deficient planning and procurement mismanagement, leading to an unnecessary expenditure of Rs 80.64 crore on unutilized underground cables, further compounding financial inefficiencies.
